§ 2-1. Purchase of recycled paper and paper products.

    AN ORDINANCE TO ESTABLISH A PREFERENCE FOR THE PURCHASE OF RECYCLED PAPER AND PAPER PRODUCTS.

    (a)

    Purpose. The purpose of this section is to promote the use of recycled paper and paper products by the governmental departments, divisions and agencies of the county as provided by sections 15.1-11.5:01 of the Code of Virginia (1950), as amended.

    (b)

    Definition. "Recycled paper and paper products" shall mean any paper and paper products meeting the EPA recommended content standards as defined in 40 C.F.R. Part 250.

    (c)

    Award of contract. In determining the award of any contract for paper or paper products to be purchased for use by any department, division or agency or the county, the county administrator, or his designated agent shall use competitive sealed bidding and shall award the contract to the lowest responsible bidder offering recycled paper or paper products of a quality suitable for the purpose intended, so long as the bid price is not more than the bid price of the low responsive and responsible bidder offering a product that does not qualify under paragraph (b) of this section.
